About Mortar

Mortar is a technology company committed to building a better world. We develop intelligent systems that power the next generation of public services — making them more accessible, more equitable, and more effective for the people who need them most.

What we do

We work at the intersection of service design, data, and technology to help public sector organisations and social enterprises deliver better outcomes. Our work spans the full lifecycle of a service — from understanding user needs and designing new models of delivery, to building the digital infrastructure that makes those models real.

We are best known for building intelligent triage and referral tools, case management platforms, and community information systems. Our products are in active use across housing, health, education, and local government — helping frontline workers deliver the right support to the right people at the right time.

We believe good technology starts with good design. Before we write a line of code, we invest in understanding the people who will use a system — their needs, their context, and the barriers they face. This human-centred approach shapes everything we build.

Our story

Mortar was founded with a simple conviction: that the public sector deserves technology as good as the private sector gets — and that the people who rely on public services deserve better tools to navigate them.

We started by working with local authorities on housing and tenancy services, helping councils deliver better support to tenants at risk. From there, our work expanded into health and social care, education, and community services — always guided by the same principles.

Today we work with councils, housing associations, integrated care partnerships, and national programmes across the UK. Our tools have supported hundreds of thousands of people in accessing the services and opportunities they need.
